eBay Unpaid Item Policy: Fee Credit Process, Buyer Consequences, and Seller Protection Steps

The unpaid item policy is defined as eBay's formal process for managing transactions where buyers commit to purchasing (by placing a bid they win or completing a Buy It Now checkout) but do not complete payment. The policy protects sellers by refunding all fees charged on unpaid transactions and by documenting buyer non-payment on the buyer's account record.

What Is the eBay Unpaid Item Policy and How Does the Process Work?

The eBay unpaid item process requires the seller to wait 2 business days after the sale before filing an unpaid item report. After the report is filed, eBay sends the buyer a 4-day payment reminder. If the buyer pays within 4 days, the case closes automatically. If the buyer does not pay, the seller receives a full Final Value Fee credit and a free relist of the item. The process takes a minimum of 6 days from the sale date to complete.

The unpaid item process timeline starts on the sale date. Day 1 and Day 2: The seller waits the mandatory 2-business-day window. eBay recommends this period to allow buyers time to complete payment before formal action. Day 3: The seller files the unpaid item report through Seller Hub. Day 3 to Day 7: eBay sends 2 reminders to the buyer. Day 7: If no payment, the seller can close the case and receive the fee credit.

The Final Value Fee credit issued after a closed unpaid item case covers 100% of the Final Value Fee charged on the transaction. The per-order fee of $0.40 is also credited. A casual seller who paid $13.60 in Final Value Fees and $0.40 per-order fee on a $100 sale receives a $14.00 credit after the unpaid item case closes.

eBay tracks unpaid item strikes on buyer accounts. A buyer who accumulates 2 unpaid item strikes within 12 months is automatically blocked from purchasing. A buyer with 4 unpaid item strikes within 12 months faces account suspension.

How Does an Unpaid Item Case Affect the Seller's Fees?

An unpaid item case that closes without buyer payment produces 3 fee adjustments: a full credit of the Final Value Fee, a full credit of the per-order fee, and a free relist credit for one relisting of the same item. Listing upgrade fees (Subtitle, Gallery Plus, Bold) paid on the original listing are not credited. The Final Value Fee credit appears in the seller's account within 7 to 10 business days of the case closing.

The relist credit allows the seller to relist the item one time at no additional insertion fee cost. The relist credit is consumed on the next listing of that item. If the item does not sell on the relisting, the seller pays the standard insertion fee on any subsequent relisting.

Sellers who use the Block Bidders and Buyers feature in eBay account settings can prevent buyers with unpaid item strikes from purchasing from them. Setting the block threshold at "1 unpaid item strike" prevents any buyer with a documented non-payment history from placing orders with the seller.

Sellers who frequently receive unpaid items benefit from requiring Immediate Payment on Buy It Now listings. Immediate Payment is a listing setting that requires buyers to complete payment at the time of checkout before the item is removed from sale. Listings with Immediate Payment enabled cannot result in unpaid items from Buy It Now purchases. Immediate Payment does not apply to auction listings.

What Is the Immediate Payment Option and How Does It Prevent Unpaid Items?

Immediate Payment is an eBay listing setting that requires the buyer to complete payment before the listing is removed from active status. A buyer who clicks Buy It Now on a listing with Immediate Payment enabled must enter payment information and complete checkout immediately. The listing remains visible to other buyers until payment is confirmed. Immediate Payment eliminates unpaid items on Buy It Now fixed-price listings.

Immediate Payment is enabled during listing creation in the Payment and Checkout section. It applies to fixed-price Buy It Now listings only. Sellers who enable Immediate Payment accept only buyers who can pay immediately using eBay Managed Payments-supported methods (credit card, debit card, Apple Pay, Google Pay, PayPal, eBay gift cards).

Buyers who do not have a payment method on file with eBay cannot complete Immediate Payment checkout. This restriction prevents some buyers from purchasing, but the trade-off is elimination of the unpaid item problem and its associated administrative overhead.

Auction listings cannot use Immediate Payment. Auction buyers are committed to pay when they win the auction but are given a post-auction payment window. eBay's auction format requires this window because buyers may win multiple auctions simultaneously and need time to coordinate payment.

Best Offer listings can use Immediate Payment. When a seller accepts a Best Offer on a listing with Immediate Payment enabled, the buyer is prompted to complete payment immediately after the offer is accepted.

How Do Sellers Block Buyers with Unpaid Item History?

Sellers block buyers with unpaid item history through the Buyer Requirements settings in My eBay. The setting "Number of Unpaid Item Strikes" allows sellers to block buyers with 1, 2, or more strikes in the past 12 months. Sellers can also block buyers from countries where they do not ship, buyers with negative feedback, and buyers whose PayPal account is unconfirmed.

Buyer Requirements apply to all future purchases from the seller's account globally. A seller who blocks buyers with 1 or more unpaid item strikes applies this rule to every listing in their account. Buyers who meet the block criteria see the listing but cannot click Buy It Now or place bids.

The Buyer Block list is a separate feature from Buyer Requirements. The Block List allows sellers to block specific buyer usernames individually. Sellers who have a negative experience with a specific buyer add that buyer's username to the Block List. The blocked buyer cannot purchase from any of the seller's listings.

eBay also allows sellers to create an Approved Buyers List for high-value or sensitive item listings. Only buyers on the Approved List can purchase from those specific listings. This feature is rarely used for standard commercial listings but provides protection for high-value items where the seller wants to control who can purchase.
